The Outdoor Emergency Disconnect Question
Section E3601.8 of the 2021 Virginia Residential Code covers one- and two-family homes. It calls for a disconnect outside the house that is easy to reach and can shut off all power coming in from the utility. The disconnect must also carry a short-circuit current rating equal to or greater than the fault current the utility can deliver at that service, so the rating must match the service it protects.
Why a replacement raises the question
The surge protection section in the same chapter (E3606.5.3) says plainly that its rules apply where service equipment is replaced. Section E3601.8 contains no matching sentence, and articles and contractor sites interpret that silence differently. Because the replacement question is open, the inspector’s reading for your house counts.

Planning Where the New Equipment Goes
The old fuse box location is the starting point, and it may have to change. Fuse boxes were often tucked into a closet, a pantry, or a corner behind a water heater. A closet location can push the new panel to another wall.
Any outdoor disconnect has to be readily accessible, and if there is more than one, they must be grouped. On many Chesapeake houses, that points to the meter wall, so the path from the outside equipment to the indoor panel is part of the plan from the first visit.
Which of the three disconnect types fits depends on what is already on that wall: where the meter base sits, how the service reaches it, and how far the indoor panel will be from it. Those details are noted at the estimate visit, so the permit application and the inspection start from the same plan.
05 — Which Code Applies
Which Code a Replaced Fuse Box Answers To
Replacing a fuse box is generally treated as an alteration under Virginia’s 2021 Existing Building Code. The new panel and any outdoor disconnect are installed to current rules, while the rest of the house is judged on what the job actually changes. The building official makes the final call on how the work is classified.
The code defines a Level 1 alteration as the removal and replacement of existing equipment with new equipment that serves the same purpose. A fuse box giving way to a breaker panel reads naturally as that kind of work. Fairfax County’s plain-language guide to Virginia’s existing building code puts it simply: the existing level of safety must be maintained, and new materials must comply.
